DESCRIPTION:This month’s 5th-Saturday exercise will focus on addressing gaps identified during the Catastrophic Communications Exercise 2025 (CCE 25) \nFormat\nThis training exercise will be conducted using Zoom and over-the-air (OTA) activities. \nBE PREPARED TO JOIN THE ZOOM MEETING WHEN INSTRUCTED. Please contact your Team EC if you are unable to join Zoom. \nSummary\n‘Critical Information Requirement’ or CIR is a term that defines the essential pieces of information about a situation and the environment needed by an Incident Commander (IC) or EOC Manager to make sound decisions. \nCIRs are the critical questions that need to be answered to make timely decisions. Answers to the questions are the inputs to the planning\, preparation\, execution\, and assessment of operations. \nCIR is a crucial tool in emergency operations that identifies actionable information. \nObjective\nThe objective is to understand CIR and how to capture and communicate actionable information using the SPOT Report (see Card 404 in ARES ARFOG.) \nExercise Play\nThe scenario for this exercise is based on the cyber and kinetic attack scenario from the Catastrophic Communications Exercise 2025 (CCE25) held in December of 2025. Remember\, CCE25 is a ‘grid down’ scenario. Players should prepare to operate in a contested environment. Grid power\, repeaters\, GPS\, mobile phones\, and internet are affected. Test your backup systems! The exercise will focus on sending and receiving CIR via voice and Winlink using an ICS-213 message template formatted as a SPOT Report in block 7. \n  \n

DESCRIPTION:On the third Wednesday of each month\, FEMA Region 10 conducts a COMMEX consisting of radio check in’s from authorized state\, tribal\, federal and amateur stations to test HF interoperability in case of an emergency or disaster response.  Cities\, counties\, tribes\, authorized Federal agencies and amateur operators that support jurisdictional emergency management organizations are welcome to participate.  The coordination and authorization of this net between Federal stations and amateur licensees has been coordinated and authorized by the NTIA and the FCC. \nThis 3rd Wednesday net will include a digital component intended as a 1-way broadcast message to test the ability for FEMA to send messages\, and remote stations to receive.  In order to ensure compatibility with amateur stations digital transmissions will follow the ARRL recommendations for amateur digital use on 60m from http://www.arrl.org/60m-channel-allocation. \nThe voice net will open on 60m Channel 1 – 5330.5kHz at 1730z with net control announcing the digital net.  Check-ins will be postponed until after the first round of digital transmissions.  Following the initial set of digital transmissions net control will call for voice check-ins on CH1.  ALL stations will be expected to check-in with their callsign\, city and state of operation\, and a report on the ability to receive the digital messages\, along with which mode is preferred.  The alternate frequency for the voice net is 5403.5 KHz USB in case the primary frequency does not propagate well.  If you do not hear traffic on 5330.5 KHz\, please check 5403.5 KHz. \nMessages will all be sent using FLMSG 4.0 using the Blank form template.  This method will allow users of FLMSG to validate 100% decoding of the message but will also allow stations who do not have FLMSG to still read the text. \nThe digital portion of the net will consist of two different messages\, each repeated using different digital modes.  The first message is a short intro message intended to validate that stations are correctly setup to receive the digital messages.  The second message is much longer\, and reports will help determine recommendations for modes to use in future exercise or real-world events. \nThe digital portion of the net will occur on Channel 2 – 5346.5kHz USB with the digital software centered at 1500hz. \nThird Wednesday Region 10 HF Interoperability Testing Schedule: \n\n\n\nStart Time (z)\nAction\nSystem\nFrequency\nParticipants\n\n\n\n\n1730\nOpen net\, delay check-ins\n60M\nCH 1 – 5330.5kHz USB\nRegion 10 authorized stations \nFederal Stations included in the GMF (DHS\, USCG\, FEMA\, Army (including MARS)\, Air Force (including MARS and CAP)\, DOC) and General Class or higher Amateurs only\n\n\n1735\nNet Control sends first digital message\n60M \nBPSK31\nCH 2 – 5346.5kHz USB\n\n\n1740\nNet Control repeats first digital message using alternate mode\n60M \nMT63-2KL\nCH 2 – 5346.5kHz  USB\n\n\n1745\nNet control calls for check-ins and reports\n60M\nCH 1 – 5330.5kHz USB\n\n\n1815\nNet control transmits 2nd digital message\n60M \nBPSK31\nCH 2 – 5346.5kHz  USB\n\n\n1825\nNet control re-transmits 2nd digital message using alternate mode\n60M \nMT63-2KL\nCH 2 – 5346.5kHz \nUSB\n\n\n1830\nNet control calls for reports\n60M\nCH 1 – 5330.5kHz USB\n\n\n1855\nNet control closes the net\n60M\nCH 1 – 5330.5kHz USB\n\n\n\n*note: all times listed are Zulu (UTC).  A tool available to assist you in converting the time to your local time zone is http://www.timeanddate.com/worldclock/converter.html.   \n
